Background

On January 21st, 2013, the French government adopted a long-term plan to combat poverty and promote social inclusion, with a view to developing diagnostic tools throughout the different regions of France in order to adapt housing supply to demand. This measure comes under the aegis of three bodies: the Department of Social Cohesion (DGCS), the Interministerial Delegation for Housing and Access to Accommodation (DIHAL), and the Department of Housing and Urban Planning (DHUP), in conjunction with the decentralized departments involved.  To be able to assess the effectiveness of this policy at the national level, the three bodies managing the project have called upon the services of Wavestone.

Challenges

Alongside its client, Wavestone will be addressing five challenges:

  • Understand the existing obstacles in the different regions to better clarify current and future needs ;
  • Define the catalysts to leverage partner-based strategies adapted to the situation in each region;
  • Enable the joint drafting  of the action plans best suited to needs : 360° approach offering seamless feedback;
  • Help to optimize coordination between the different local players;
  • Build a resource program allowing for the more equitable treatment of regions.

Responses and Key Success Factors

  • Wavestone helped the three project managers throughout the process to:
    • Define guidelines concerning  the project approach, the key questions for the 360° diagnostic surveys and the data required to provide questions;
    • Steer the 360° diagnostics survey with three levels of support:  close proximity support for test departments, remote support for implementation throughout  all departments, as well as support for the production of management and data analysis tools ;
    • Design and implement tools enabling assessment at the departmental, regional and national levels.
